How IFTA works in California
California is an IFTA member jurisdiction. Qualified motor carriers file quarterly fuel tax returns through their base jurisdiction—the state or province where they are based and licensed. California miles and fuel appear as line items on that return, not as a separate standalone filing for most carriers.
If California is your base jurisdiction, you file through the California Department of Tax and Fee Administration (CDTFA). Otherwise, your base jurisdiction forwards California's share based on your reported miles and fuel.
Who needs to report California miles
Carriers with a valid IFTA license must include California on quarterly returns when qualified vehicles travel in California during the reporting period. This includes:
- Interstate hauls crossing into or out of California
- Intrastate California miles for qualified IFTA vehicles (reported on the IFTA return)
- Owner-operators and fleets based in or operating through California

- Trip detail showing entry, exit, and routes within California
- Total California miles for the quarter
- Fuel purchased in California with receipt support
